Alexis Levine

Alexis is a Partner is Blakes Toronto office. He is the co-leader of the Firm’s Public Sector Crisis & Compliance group. He advises on public and political law issues, including lobbying matters, gifting rules, conflict of interest regimes, access to information disclosures, election finance rules and more.

Alexis has served as an adjunct professor of public law and decision-making at Osgoode Hall Law School and has been a Law Society lecturer on doing business with the Canadian public sector. He has also served as a political strategist for several current and former senior federal, provincial and municipal public-office holders.

 

Laura Dougan

Laura is a litigator in Blakes Toronto office. Her practice includes litigating complex commercial cases, regulatory and other public and administrative law cases and class action defence.  As a member of the Firm's Public Sector Crisis & Compliance group, Laura helps clients navigate high-stakes legal issues. She regularly litigates media and defamation cases, privacy, and access to information matters, and advises clients involved in government and internal investigations and public inquiries. Laura regularly advises on lobbying matters, gifting rules, conflict of interest regimes, and election finance rules.

 

Patrick Lapierre

Patrick is an associate in Blakes Montreal office. His practice covers various aspects of commercial and civil litigation. He advises companies and individuals in various areas of law, such as construction, energy, real estate, lobbying, administrative and regulatory law, environmental law, shareholders' disputes, international trade, insurance, and other contract disputes. He advises national and foreign clients, including resorts developers and operators, banks, energy infrastructure companies, manufacturers, and other local and multinational companies.

Prior to joining Blakes, Patrick developed solid professional experience within the federal government, notably with the Canada Border Services Agency. His academic path led him to pursue his studies in Tunisia, at the University of Tunis El Manar, as well as conduct research in Lebanon in association with the University of Balamand.
